Le Conseil de la communauté marocaine à l’étranger souffle sa première bougie. Pour les acteurs associatifs de la diaspora, déçus, l’heure n’est pas à la fête. Bilan.


Driss El Yazami, le président du Conseil de la communauté marocaine à l’étranger (CCME), semble avoir l’art de fâcher ceux qui attendent le plus de lui : les MRE (Marocains résidant à l’étranger). Deux exemples récents soulignent la maladresse de sa communication.

Dear friends,
There is a Moroccan policewoman at the
Mohamed V airport in Casablanca that is specialized in intimidating older
Moroccan ladies traveling abroad. This policewoman is stationed at the very
last checkpoint before heading out of the terminal into the plane (or the bus
that takes passengers to the plane). Her duties are the physical search of the
woman's bodies for security purposes. The search is normally conducted behind a
curtain for privacy purposes. Everything is fine, except the policewoman,
instead of doing the body search as she is supposed to do, asks the women to
open their purses and wallets. Upon spotting money, she helps herself into
whatever bills and just declares:"I'm taking this". She does not take
the whole thing of course, but she takes a few bills that she is almost sure the
passengers will not make a big a deal out of. This happened to a couple of
ladies I know.
Please warn your friends and relatives of this rip off. Try to
spread the word about this injustice, and of course, feel free to copy and past,
translate, paraphrase, whatever you like, this message, hopefully, somebody with
some decency will do something about this thief in a police uniform.
By the
way, I do not have the name of this policewoman, as the two ladies who told me
this story were too shocked to pay attention. Coincidentally, one of these two
ladies is my own mother who was coming to visit me.

الطيب الفاسي الفهري هو زوج فتيحة الفاسي حفيدة أخ جده من امه خديجة، والذي يسمى محمد العابد، كما أنها في الوقت نفسه حفيدة مريم الفاسي شقيقة زهرة الفاسي..، كما أن وزيرنا الأول علال الفاسي هو في نفس الوقت خال الطيب الفاسي الفهري وزير الخارجية وخال زوجة وزيرة الصحة يا سمينة بادو التي ليست إلا ابنة عبد الرحمان بادو العضو السابق في اللجنة التنفيذية لحزب الاستقلال والذي كان أيضا كاتبا للدولة في الشؤول الخارجية في حكومة أحمد عصمان.. وهي أيضا ابنة عائشة بناني حفيدة أحمد بناني الكاتب الخاص للصدر الأعظم، والتي أصبحت فيما بعد مدير تشريفات محمد الخامس، أما جدتها فهي أمينة الفاسي الفهري، وخالتها هي عزيزة بناني رئيسة المجلس التنفيذي لليونيسكو وكاتبة الدولة المكلفة بالبحث العلمي في حكومة الفيلالي الثانية، وخالتها مرية هي زوجة سعد بادو عَمْ والدها عبد الرحمان بادو.. اما خالتها خديجة فهي زوجة عز الدين العراقي وزير التربية الوطنية وتكوين الأطر، بمعنى ان والدها كان وزيرا في الخارجية، وجدها كان مديرا لتشريفات، وخالتها عزيزة وزيرة الثقافة، وعز الدين زوج خالتها خديجة كان وزير التربية الوطنية ووزيرا أول، كما أن زوج خالتها راضية هو سفيرا للمملكة في عدة دول، أما زوجها فهو شقيق وزير الخارجية ومدير المكتب الوطني للماء الصالح للشرب، وكذا المكتب الوطني للكهرباء. هذا في الوقت الذي يعتبر فيه نزار بركة الوزير المنتدب لدى الوزير الأول المكلف بالشؤون الاقتصادية، هو زوج ابنة عباس الفاسي الوزير الأول.

عباس الفاسي نفسه الذي يتقلد منصب الوزير الأول هو زوج زهرة الفاسي حفيدة علال الفاسي الزعيم الاستقلالي السابق، كما أن المدير العام للشركة الوطنية للطرق السيارة هو ايضا من ” آل الفاسي”، كما ان هناك عدنان الفاسي الذي ليس إلا مديرا للتعاون وأحد أغصان عائلة “آل الفاسي

Si Elyazami, how about you convene the expats and submit your report of the Council findings, action plan or results since its inception, as a token of what you said? Why dont you guys ask for a performance rating of this newly created body? You guys should know how things are assessed in the West: results and only results? No rhetoric! Mr. ElYazami, I hope you get the point and get back to the real work you were appointed for. Thx

الزيارة التي قام بها رئيس مجلس الجالية السيد إدريس اليازمي إلى واشنطن لم تحظ بتغطية إعلامية ولا بحضور الجالية المغربية
ونرى - حسب تحليلنا - أن المنظمين لمثل هذا اللقاء كان الهدف منه إعادة الإعتبار لإدريس اليازمي الذي فقدت ثقته من مغاربة أوروبا والعالم العربي وأفريقيا وآسيا من خلال - الإحتجاجات والوقفات والتنديدات وما تخللها من شعارات وحمل االيافطات - ليجد الترحاب في الولايات المتحدة الأمريكية من خلال 11 فردا كما تلوح الصورة التذكارية - الإعتراف الرسمي - برئاسة مجلس الجالية .

والملاحظ أن التسجيل الكامل
لما دار بين عناصر تم انتقاءها للحضور وبين إدريس اليازمي يظهر الأستاذ يشرح والتلاميذ يتلقون الدرس بكل أدب واحترام وتقدير واعتراف وكأن مجلس الجالية لقي الترحاب والزغاريد وسار على دربه كل المغاربة في الخارج . فما غاب عن فريق الإستقبال أن الجالية المغربية صاحبة الكرامة لازالت تناضل من أجل حل هذا المجلس اللاشرعي الذي تأسس قسريا ضد قناعات المغاربة وضد تعليمات ملكية من خلال استشارة وهمية قدمت على أساس تقرير - مغلوط - لملك البلاد فعلى أي أساس يتم هذا اللقاء بكل سرية داخل مقر السفارة المغربية بواشنطن مع العلم أن من حق المغاربة في الولايات المتحدة أن يحضروا هذا اللقاء بمن فيهم مؤيدين لمجلس الجالية ومعارضين ؟
وما يغيب كذلك عن الحضور أن مجلس الجالية لا علاقة له بالسياسة ومثل هذا اللقاء يتم عن طريق القنصلية العامة باعتبارها خادمة الجالية والتنسيق معها في حدود الإتصالات بغية إنجاح اللقاء بغض النظر عن النتائج أما الطريقة السلبية فلم تزد الجالية المغربية إلا نفورا وتأكيدا أن حال المحسوبية لازال على سبيله يتطلب من المؤسسة الملكية التدخل لإعادة كرامة المغاربة في الخارج وعلى الديبلوماسية المغربية توزيع المهام وعدم تداخلها من خلال شبكة صرف الجالية عن واقعها و دورها الحقيقي في الخارج .
فالرسائل التي وصلتنا تتحدث عن غياب ممثلة مجلس الجالية في الولايات المتحدة عن اللقاء لأن من المفترض أن تكون السيدة المحترمة نادية سرحاني جالسة على يمين رئيسها إدريس اليازمي فهل قام المنظمون بدعوتها أم أن وقتها لم يسمح - الله يكون في العون - كما هو الحال غيابها في حفل جائزة أمبناتو حيضر حيث ظهر الناشط الجمعوي حسن السمغوني كبطل يناضل من أجل مغربية الصحراء في قعر جبهة البوليساريو رغم تلقيه عاصفة من السب والقدف ومحاولات الإستفزاز .
أما ردود الأستاذ اليازمي فلم تكن في مستوى العرض حيث قلل من أهمية الجالية واعتبر الراقض لمجلس الجالية والمعارض بأن له مصلحة شخصية فأين الديمقراطية السيد اليازمي وأين التكافؤ ؟ فهل القانون لا يسمح للمغاربة في المهجر بعدم ترشيحهم أو طموحهم في الفوز بمقعد في البرلمان المغربي ؟ ومن أين هذه الأفكار الظلامية التي تتغدون منها من أجل الركوب على تقارير مغلوطة وتسليمها للمسؤولين ومثل هذه الإدعاءات والإفتراءات والتقارير الوهية المفبركة هي التي جعلتنا نقع في محافل تصنع أعداء الوحدة الترابية كما هو الحال لأميناتو حيضر ومن سيليها وأمثال السياسة القائمة لمناهضة الجالية هي التي ستجعل المغاربة في الخارج يتنازلون عن وطنيتهم والإستغناء عنها .
كفاكم من " لعب الدراري " او المزايدات والمقايضات من اجل مصالح لا تهم البلاد ولا العباد , فالجالية لا ترغب في التسيس ولا إلى أي لون حزبي فالجالية ترغب في عذرية الإنتماء مغربية في السماء وفي الارض أليس هذا حق دستوري ؟
أغتنم الفرصة لأضم صوتي إلى كل الجمعيات والأندية في الولايات المتحدة الأمريكية ولكل الأفراد الذين انشغلوا بأمر الجالية المغربية في العالم وتضامنوا مع إخوانهم في كل الوقفات الإحتجاجية ضد السياسة التي قام بها المجلس الإستشاري لحقوق الإنسان وضد التقرير الذي قدم للملك على أساس تقرير إستشاري متكامل على إثره تم تعيين مجلس الجالية الحالي الذي سنواصل الخوض فيه كتابة

Elyazami is appointed to ensure the legitimacy of the CSCME # 2. This is the result upon which we have to assess his work after 3 years. This first mandate will last 4 years. So let us wait and see but do not forget as usually!

Not only “The council is ready to tackle the big issue of political representation with input from the community”, as written above, but the council MUST tackle this issue as a priority. With its 37 current members and with the help of the embassies they can manage if they really believe in their duties.

grace à vous que je viens de participer avec vous de Montreal la rencontre avec le président du conseil superieur des marocains à l étranger.)
j ai suivi chaque mot ,chaque réponse et j' ai trouvé que vos membres sont honête dans leurs questions et leurs vision.

je vous donne ce témognage grace à mes exprériences et mon expértise dans le domaine communautaire et si j aurai la chance je peux vous coatché sans frais par téléphone par préférence car l'écris et trés dificile à faire des sinthéses et surtout je ne suis pas doué en écriture.
ce n est pas la premiere fois que je vous ai écris et ça serai pas la dérniere fois même si en me répond pas.

j'ai mon discoure diférent de monsieur Driss yazami.

First, my concern is the following: Who decided to make these people representatives of our community? meeting in total secrecy even from the embassy's staff whom were on gag order.

second, This all sound too familiar and none of it legitimate in the eyes of the community...
I for one, would prefer not to be part of this specific group refer to as " our community"

Thank you for sharing your story and I am sorry you went through what you went through. I feel your pain and I am aware you are not the only one to whom this happened. These are exactly the reasons we must continue to push for reform by whatever means available to us be it by simply sharing these kind of stories or marching or what have you. We must not continue on as that is our only option if we are looking for change and reform.

It isn't as bad as you are making it sound. There is progress however painfully slow it may be. Now, you have raised your points and many have heard you. My question to you is what are you going to do to change that?
Walk away? Are you serious? How is that playing your part in pushing for change?
You have been in this country for a while and you know the importance of a citizen’s involvement in the political process. There are voices of change inside and outside Morocco who are working and pushing for more and more reform.
Your involvement or lack thereof is up to you. The business of change and reform is not an easy business. You must have stamina.

Dear Jamal,
There is progress in some areas and no one can deny that. The problem is that it does not have to be so slow. For instance, when we want non Moroccans to come invest in Morocco, we made the process so easy and it has become a matter of filling out few forms here and there. I however as a moroccan citizen was back home and among other things I wanted to renew my carte d'indentite' nationale (ID). I bribed, lmqaddam, and he wrote me a note that he stamped indicating that I lost my card, then he had me talk to some guy and i had to bribe him as well to allow me to see the QAID. I had to be extremely nice to the QAID so he can sign a piece of paper saying that I actually reside in my folks home when I come for a visit. I was too afraid to bribe the QAID even though he gave me the impression that he wants tadwira/baqshish.
After that I went to the police headquarter to get the second shahaddat diyal sukna (certificate of residency), of course i had to bribe the guy in the office but before that, they made me go to another municipality to get a birth certificate and i had to bribe someone over there as well.

By now you would think I received my carte d'identite' nationale. Not so fast, I was told that my fingerprints were not done correctly and that I have to restart the process again.

I decided that I should be glad that I did not have a heart attack after this painful experience and that I did not come to Morocco to spend my time going from commissariat to jama3a. I figured that it is best to stick to my American passport.

This is sad, I would been happier with a Moroccan ID. Guess what? the new one does not mention your occupation I so heard.

Now that's progress!

I could have done it here via the consulate, but the consulate wants you be present for fingerprinting. I am thousands of miles away from the east cost.
I have seen our honorable Mr ambassador going from one place to the other to encourage foreign investors to invest in Morocco. How about taking care of your citizens first? Does he not see the pain that is inflected on the moroccan residing abroad? Does he not see the people like "you luck freedom" are not happy with the old rules?

Doesn't he see how America takes care of her own first?
When are we going to learn? when?

It is not that hard to make it easy. it is only hard to make hard.

Let me come back and discuss 2 points mentioned above:
- The council does not represent the Moroccan communities per say,
- The council is ready to tackle the big issue of political representation with input from the community.
When the council was created almost one year ago (Dec. 2007), many persons and groups were furious and complained because they were against the way the members were nominated. Until now, we are witnessing sporadic movements against it (Brussels, Oct. 2008 - Hogra Movement).
The response of the council and its president El Yazami, at that time, was that elections are impossible to organize for the council for many and understandable practical constraints. In fact, many opponents to the council understood and accept this argument especially when the council has promised, with its president and 37 members, to work mainly, during its first 4 years of mandate, on how to ensure the representatively in the following mandates.
May be, I am not enough informed but, as far as I know, the council is not yet acting really in that sense. What I noticed instead, is a convergence to similarity between the Ministry and the Concil's missions. I am afraid that the mission of the council will overlap more and more with the strategy of the ministry and the functions of the Fondation.
To say it short, I would suggest to El Yazami to go back to the central objective and really tackle the issue of political representation as it was advertised in the beginning. This is to ensure firstly the legitimacy of the council. After what, it can focus on other issues including the monitoring of the public migration policy and the prospects of the Moroccan migration.
The council has now 3 years more time ahead to concentrate on this central issue. Most of Moroccans abroad live in democratic countries and won’t accept easily being reduced into simple “subjects” in the hands of institutions especially when these institutions are created for them. The council with its current members should concentrate on the preparation of practical actions to be undertaken in that sense. The consulates have the lists of all registered Moroccans abroad and can, with few commitment, help on that.

I don't think there is any politics involved in this. there is one thing that the Moroccans still do not want to understand! these people are nominated by the king, and wish to serve the king. they do what brings them the blessing of the king...that's all.

this board where we write follows the same rules.

I never visited Morocco since 1990 and my kids will never be advised to visit Morocco.

Problem already solved.

It has been about 2 weeks since I discovered this board. I thought it's good idea to see if things changed in Morocco. I'm sorry to say that ants change their environment faster than Moroccans. the whole 20 century passed and Moroccans still do not acknowledge that the problem is totalitarianism... not corruption.

please try your best to love Morocco and post this? I promise you, I will never post anything after that. I may only explain why I used the title Sale Goat.

Again and again the politics of blaming others is displayed vividly in the video clips. This guy is ought to be ashamed of himself using his raw sarcasm to belittle the people inquiring about the airport. You guys have been living here for decades and the first thing you ought to know by now is not to encourage his undue laughter by laughing with him about the Bouarfa thing. True that inquiring about the airport in Bouarfa is sort of unusual considering the problems we face, but we should at least let this person know that it is not funny, and as public official, he must not laugh at the people that pay for his salary.
You guys are better that that! Please!
What makes this person so special to have a personal interest and not others? What\'s wrong with being motivated? Is it a sin or a crime for wanting to represent people in parliament if you are MRE?

As for the question about folks not taking their kids to visit the homeland, I think the problem is more than just financial. The problem is people like this guy thinking that he is better than the people inquiring about the airport. If we were to feel good there, we would would sacrifice the extra dollars and go more often. Most of us come back not wanting to go back but then again, as one of you mentioned, We are addicted to the root and perhaps we should opt to go Hawaii, which is much more enjoyable and of course cheaper. Ok I do not want to think about la RAM at this moment.
I do not want to be the one that is always whining except that there is nothing to cheer about.
Still, Thank you all for your relentless work to make things better.

i kissed the ground when i landed in JFK for the first time last year.
i feel i am blessed to be out of that place called Morocco.
you know, do everything you can to bring tourists, and let the Moroccan rust.
now that i am out, you guys can fight over it.
